the challenge of reaching people faster
Every minute matters in an emergency. But across Pakistan, rapid urban growth, remote communities and increasingly frequent natural disasters make it difficult for emergency services to reach people quickly. Narrow streets, heavy traffic, flooding and mountainous terrain can all delay life-saving care.
Emergency responders must be prepared for an exceptionally wide range of incidents.
Strengthening emergency response means more than providing equipment. It means developing local leadership, specialist rescue capability and practical solutions designed around the communities they serve.
A WIDER EMERGENCY RESPONSE CHALLENGE
Pakistan’s emergency services respond to far more than household fires. Rapid urban growth, major road traffic collisions, industrial fires, floods, wildfires and earthquakes all place increasing demands on local teams. Strengthening emergency response therefore requires investment in specialist skills, safer equipment, public awareness and long term preparedness.
urBAN AND INDUSTRIAL RISK
Fast-growing cities, narrow streets, informal settlements and large industrial sites can make incidents harder to reach and more complex to manage.
Firefighters must respond to building fires, hazardous materials and large-scale emergencies in environments where access and fire protection may be limited.
SPECIALIST TRAINING AND EQUIPMENT
Many services continue to operate with ageing vehicles, worn protective equipment and limited access to advanced training. Building capability means improving technical rescue, breathing apparatus, road traffic collision response and ongoing professional development.
flOODS, WILDFIRES AND EARTHQUAKES
Pakistan faces repeated monsoon flooding, growing wildfire risk and significant earthquake exposure.
Emergency teams need the skills and equipment to carry out water rescue, collapsed structure rescue, evacuation and humanitarian response alongside conventional firefighting.
PREVENTION AND LOCAL PREPAREDNESS
Long response distances mean some communities may wait longer for help to arrive. Fire safety education, first-aid training and stronger local preparedness can reduce risk, support early action and improve outcomes before specialist teams reach the scene.
Project Timeline
2013
IETUK is founded by Mehrban Sadiq in response to the AJK Kashmir earthquake, beginning a self-funded volunteer partnership supporting Rescue 1122, Punjab's Emergency Service.
2017–2025
IETUK's paramedic motorbike model launches in Punjab, responding to thousands of emergencies. The approach informs policy change and is now replicated by other provinces and entities across Pakistan.

2019
Pakistan's Rescue Team becomes the first UN INSARAG-certified search and rescue team in South Asia, backed by IETUK's ongoing training reviews and policy support.
Aug 2025
FIRE AID and IETUK launch a Paramedic Motorbike Ambulance Service in Mirpur, Kashmir. Four specially equipped motorbikes are donated for the service's first phase, each stocked with life-saving medical supplies.

Looking ahead
Plans include donations of water and rope rescue equipment, specialist training in advanced pre-hospital, rope and water rescue techniques, and community outreach and first-aid education across Mirpur and neighbouring communities.

Mehrban Sadiq has worked with Tyne and Wear Fire and Rescue Service for 19 years, specialising in community safety and engagement. His career has focused on helping fire services work with communities to reduce risk and keep people safe.
In Pakistan, that means finding solutions that work for the places they are designed to serve. As Mehrban puts it, “Rapid access to medical care saves lives. These motorbikes are a practical, cost-effective solution where geography and congestion make conventional response slow or impossible.”
